Replacing Old Timber Workshop With Block and Timber

I have a wooden 15m x 5m workshop that is dropping to pieces, I want to replace it with one exactly the same size and spec in block with a timber roof. I have been told that to completely rip it down and replace I would need full planning permission at a cost of £380 pounds and the cost of drawing etc. I asked would I need planning if I replaced half of it in block then at a later date replaced the other half as I would not then be completely replacing it in one move. This they refused to answer, is this because I can get around it this way?

you will need planning consent, as the existing timber shed is classed as a temporary structure, And your block built shed will become a permanent structure
