Damp on Chimney Wall in Semi Detached House in Upstairs Bedroom?

My daughter has a problem with damp on the chimney breast wall in the upstairs bedroom. The house is a semi detached with a shared chimney stack with separated flues. The problem seemed to appear when the house next door became empty (still empty).

The fire place in my daughter's has been bricked off an no longer in use, the chimney pot was a DFE type. My daughter called a local builder out, who said that the lead flashing and mortar were OK he suggested to cap off the chimney, which he did. However, the interior wall is still getting damp. Should there be a vent brick fitted somewhere to stop condensation? Perhaps it is to do with next door being empty, could this be the cause?

hi friends yes you can fit a vent brick fitted somewhere to stop condensation.

Where should the vent brick be fitted? Attic, upstairs wall or the downstairs wall?
