Help Repressurising Boiler - Normally an Easy Job but not in this Case?

Hi, I need to repressurise my boiler and would greatly appreciate any help.

I have attached a picture to show the type of boiler, normally this is an easy job by turning a valve with a knife but for some reason it's not working.

I'm not able to upload a picture off my phone as its too big but it is a ferolli boiler and is flashing f37
