A few years ago, we bought a patio heater with large gas cylinder. However, we stopped using it and left it over winter with a partially full gas cylinder in it.

A couple of years later, and now we can't turn the gas on or off nor can I disconnect the gas valve pipe/connector as it has jammed (presumably rusted in place).

I want to get rid of the gas safely (if possible, keep the base of the patio heater to use as a plant stand, but if not, can let the whole thing go), but don't know what to do. The council won't take it away. It's too big (I can't dismantle it with the gas still in place) to put in the car.

I could try to saw through the gas hose (after all, the gas is in theory turned off) but am nervous about doing that.

Any (safe!) ideas on what I could do?

As you rightly point out, this needs to be done safely so cutting anything is really a “no-go”. As we have not encountered this issue before we cannot advise safely.
