Potential cause of damp issues causing blown plaster and flaking paint?

Hi, we have blown plaster and flaky paint on the bottom of a first floor wall. It’s an external wall. We’ve also noticed what looks like water marks on the ceiling above it. We haven’t got a ladder to investigate the exterior at the moment. Any ideas what could cause this and how to fix? Could this be damp, guttering or roof issues? Or a mixture of all 3 perhaps?

We are looking to sell ASAP so the cheaper to remedy the better.

Looks like you may have a problem with your roof, start with this and get the local building elements checked.
