problem with upstairs toilet flushing

When the upstairs toilet flushes, it takes forever to refil, but if you switch on the cold water tap full on, and leave it running for a minute,then switch it off, you can hear the water refilling the cistern in the toilet. This seems to be the only way to speed it up. Has anyone any ideas on how to sort out this problem and get it working as it should do.
The shower in the bathroom works ok but the water pressure is not very strong, could the toilet problem have anything to do with the water pressure not being strong enough? If so how can this be rectified.

If you're having problems with the shower and the toilet, then yes it does point to the mains water pressure, make sure all valves are fully open and see if there's an unnecessary restrictions i.e non return valves etc.
