Rainwater Pump not Working - Any Ideas?

Hi, if anyone has any ideas I would appreciate it.
I've got a rwh system which has a tank in the garden and has a submersible pump acting as a primer to the main pump which is in the house.
The issue is that although the tank is full ( just a tad..) the system will not work. The pumps are all working as I have tested them switching the motorised valve to mains water and lifted out the sub pump and tested.
I've checked the supply from the two pumps and that's seems fine as the pipe is clear.
The pump will run then stop as it doesn't seem to get the flow and the reset button doesn't seem to prime it like before.
Any help greatly received!

Have you cleaned out the filter and made sure there is no debris clogging the inlet?
