Redecorating textured walls covered in wallpaper

We want to redecorate a room that has textured walls that have been covered in wallpaper. There are bumps and spikes coming through the paper in several places. What is the best way of dealing with this? Do we need to strip back the wallpaper and then deal with the wall? Not even sure where to start!

We would suggest getting a hobby knife and cutting as many slits in the paper as you can possibly manage Amanda, then (unless the wall is plasterboard) using a steam stripper as shown in our stripping wallpaper project, to strip the paper and, hopefully, at the same time, lifting a lot of the artex. Any artex that is left can be removed easily with the stuff in our artex removal project.
