Removing a broken screw from brick wall

Can anyone help me. I need to re hang a driveway gate which became loose due to a fixing screw snapping. Unfortunately the thread of the screw approx 1 inch of it is still embedded with the plastic plug in the wall.
The design of the hanging bracket which affixes to the wall is such that I cannot relocate it, and must use the same hole position as before.

have you tried to drill out the broken screw.is it a hook and band type

I suspected that I might have to try to drill it out, but is there anything I can use to re fill the hole in the brick to take another screw without compromising strength?
Errmmm what is hook and band? Sorry....
