Retaining Wall for Pond Converted into Sunken Garden

So turning an ex pond into a sunken garden. Walls are already pretty solid.
Measurements are approx 1m at higher end and 0.6 at lower. Approx 5 x 4m inc walls.
Walls - Double skin, 1st concrete block, 2nd brick. Then rendered.
Trench currently is 12" deep by 42cm wide.
Base feels like sandy soil, easy to dig but fairly solid to stand on.
Plan to place geotextile at base and around shingle gravel drainage behind footing/wall.
So questions are.
-does plan sound like it'll work
-Do i need rebars?
-Does it matter where 1st or 2nd skin is brick or block?
-Am I completely of track?
