Roof Terrace Escape Door/Window

Hello
I have a query about regulations for access to a roof terrace and emergency route. To access it I would need to build stairs, a landing and a ''door''. The problem is that there's not enough space for a 2 m. door. The height above the landing would be 2 m but the door/window only 1.4. I am attaching a draft hoping you get a clearer idea.

I am aware that for escape routes the door height must be 2 m.
Wouldn't building stairs to access a roof terrace via a window (low door) be better than nothing?

Please note that I cannot use the loft space.

I feel that this might be a bit of a stupid question.... But I'm trying to not give up.

Is the escape route needed to satisfy legal requirements or just for your own peace of mind?
If not legally required by regulations it surely does not have to comply.
