Rotting skirting near side door is this due to damp?

Hi, the skirting at the hinged side of our side door has degraded. The house was built in 2015 and need to know if this is due to damp, poor fitting of door/frame etc, so we can remedy or claim through home insurance if a new door is needed. I have lifted up the vinyl and attached pictures of what it looks like. Any ideas will be massively appreciated

Hi burners81
This could be rain entering under the sill, no vertical damp membrane under the sill or rain being driven under the door itself. There should be a weatherbar on the bottom of the door plus some form of seal on the sill if this is an exposed location.
When it is raining see if you can identify where the wet is.
