Safe and Compliant Hob and Oven Wall Connections

Hi Folks,

Is it normal (Safe and compliant) practise to leave the mains connections for Hobs and Ovens that are located underneath the kitchen units uncovered?

One of them is directly behind the oven, the other is on the wall directly behind the ''Washing machine''

Any and all advice or comment greatly appreciated before I put the units back in place

Absolutely not, this should not have been left like this, it should have a cover over it, i would call the guy back who left it this way.
