Scalding hot water coming from cold tap but boiler turned off!

Here's a confusing one: sometimes, I can only get scalding hot water out of the taps in our bathroom. It affects both the sink tap and the bath/shower tap. It happens even when I've turned the boiler off and run the taps for five full minutes to make sure the water cannot be coming from our boiler. This started happening about four or five months ago and occurs about once a month, but is a real problem when it happens as I have a toddler who needs washing etc. I live in a top-floor flat (1930s purpose-built block). The building's management company says the water is coming from our boiler but I don't see how that is possible. Is it possible that somebody in another flat has accidentally plumbed their boiler into our pipes? Thanks very much in advance for any help.

Normally a mains stopcock would be provided for self contained flat. If you have one try turning it off and see if you can still get water from the offending taps. If no the issue is with your plumbing.
