Ground Elder Weed growing in my lawn

I have been trying to get rid of ground elder which is growing in my borders and lawn. I can manually control the borders but am having no luck with the lawn. Anything I use on the lawn fails to kill it off (Feed and Weed)

Thanks Chris,

It is a concrete sub floor which was latex levelled. Not sure about whether a flexible adhesive was used...sorry.

I believe the bed was notched not solid.

The tiles are not visibily moving, it's just that when you step on them they make a cracking sound.
