The pipes from within your boundary land are your responsibility IF only servicing your water. If you have lead pipes to your house/flat they will be replaced FREE of charge. I AM NOT AN OIL BOILER ENGINEER so not qualified to give you a definitive answer. Your boiler may have a dirty nozzle. Sorry, I mean Thermostatic Radiator Valve (TRV) and not TVR as put in my reply.
These days TRV's can be fitted any end of the radiator. Inlet or outlet to suit. Just check the flow arrows.
Sometimes when replacing them it is necessary to replace the 15mm pipe tail to the copper T connector.

This is an interesting question. I do not know your pipe size in Hungary but with a combination boiler in the UK 15 mm should be fine for the hot and cold as the water to the boiler will be pressurised as so the same as to your cold taps.
