I assume when you took it apart you lubricated all the rubber o rings etc and bearing surfaces in silicone grease and tried to operte the internal workings outside the shower valve case so you could prove it worked before replacing? A photo would help, if not then perhaps a make/model of the shower ...

Would it be out of the question to replace the pipes? no chemical clean will remove that amount of buildup and I would have thought the likely outcome is what you suggested and a high cost in chemicals repeating the cleaning over and over until it eats enough away to work well again. If the tap has a plastic check valve inside its probably that which is stopping the tap from working. prise out all the plastic and the little spring and refit. Not strictly legal as it should have the check valve but it will at least work. Worth investing in a tap cover. I like the pyramid ones tha...
