Thanks for your reply but the problem has been discovered by the heating engineer. Removing the bath's side panel, revealed a tap to prevent the water getting hot and scalding the user; the previous owner was very old. Someone will come in a few days to remove it.
I've just moved into a new apartment where the water from the bath hot tap never gets more than luke warm but where every other hot tap and the shower over the bath produce really hot water.
