simple solution is to turn all upstairs rads off. run the system ..if neccessary drain a little water from each leg of each downstairs rad. dependent on your system you may find it is an airlock in a manifold or simply on a branch to the downstairs rads. usually simply isolaing upstairs and opening ...

certainly sounds like a faulty tap though it could be that the tap itself requires a higher pressure of water than is being received. newer taps and imported taps often require higher hot water pressure than is given in a traditional gravity system...more adept to combi systems

sorry ...read that back and it didnt sound to clear.! if your boiler has an internal filling system ( as apposed to a filling loop added at installation) u have probably turned it the wrong way after filling your central heating. this isolates the cold feed to the combi..hence no hot water comes out...

the filling on this combi is by using the same isolation valve as the cold water inlet isolation so i would guess u haven't opened the cold inlet correctly under the boiler
