How long ago was the conversion done??? You would only need to insulate the external walls not those between the new room and the existing dwelling. You can sometimes get away without insulatind the floor on a garage conversion - it is not considered reasonable to rip up a sound floor just to add in...

Where about are you? if in England or Wales you maybe able to require the vendor to obtain a Regularisation Certificate but that depends upon when the works were done. macerators are different and there is fluid within the pipe most of the time unlike a conventional soil stack - so being out side can be an issue

I wouldn't both with the council - it's a civil matter - nothing to do with the council. It's dealt with under the Party Wall Act and you need to advice of a party wall surveyor

It is incorrect - the extractor should terminate to the external air not within the roof space.

I wouldn't rely upon the fact the Building Control have seen it, as it may be that the house has never had a completion or that it got missed if looked like went to an eaves vent.

The "two years" is the time period for when enforcement action can be taken by Building Control. Up until september last year the period was only 12 months from completion of the work but this has now changed.
