Inconsistant hot water

Could somebody please advise on a problem I have with inconsistant temp from the hot water tap when running a bath,actually its the same with every tap in the house ,except the shower where temp seems constant.
The boiler is a Heatline c28 combi fitted arond 18 months ago.

Thanks swidders for taking time to respond,forgot to say there are no fixing holes in the cistern just fits straight onto pan think will try and tilt it back and wedge to start and if it doesnt work will most probably silicon top of cistern like you said,thanks again,
