As above you need to establish what the second three core cable is doing and whether it is required be connected or alternatively made safe. I know there are no rules concerning live conductors core colours. But I tend to use the grey as a neutral (and sleeve it blue), then the black as a the switch...

What are you testing voltage with? If non-contact pen/stick or neon screwdriver tester, you are very likely getting misleading results.

If you wish to add another gang/switch to operate an additional light, you do require a neutral. Which by what you have said, does not seem to be present.

I would have drilled an entry hole in the ex fan base, so cable came directly in to the unit from ceiling. The cables can then be located at a more advantageous position to allow a less bulky mess.

You still need to conform to BS7671 and Part P. These would include correct selection of cable, routing cables in the prescribed safe zones, inspection, test and certification. Yes it is known as a keyswitch, so you do need a key to switch on/off.
You will need the manufacturers info to get a replacement key.
But another solution, would be to remove the fuse from the fuse holder just to the left of the switch.

As above, just to clarify. The cables that link across the common terminals do so to supply a live connection to each gang.
