Is the wall north facing , what is the construction , solid or cavity
If the damp is not penetrating it will be condensation and you will need to find a ventilation or dehumidification solution

as the damp is evidenced up to 1m it sounds like rising damp . check for a bridged/ failed damp course , is it still wet, painting over the problem will not solve it

ventilation and air moisture are the issues here, as the windows are single glazed they will always be the coldest part of the room , assuming this temperature is below the dew point of the room you will have condensation
