why did you paint it and then paper it - and so what if it came off - dont see what the problem is. But basically no, you will have to repaint it. Surely a spade is the answer, why do u want to cut them down. Doubt the concreted in that deep. Bet its no more than 9-12 inches - dig around it and drag it out - probably less work than a hack saw and using a cutter sounds like over kill to me. I suppose if the set into a concrete path thats differ...
