also, unless this is a like for like replacement (which it doesn't sound like) then this is notifiable work under part p and should be done by a suitably qualified and registered electrician.

If this is just an RCD it provides no overcurrent protection so as you surmise the rating is just the current it can stand.
If it is an RCBO it is a measure of it's trip current

yep, this constitutes a like forlike replacement so can be DIyed, just make a note of what cables go where. if the loop is in the light it can be confusing if you don't get it right, appologies if you already know this.

I'm slightly confused by some of the terminology in your question.
