Rendering Mix for Chimney Stack

Can anyone tell me what a 2:3:1:3 mix is? A builder has given me a price fo re-rendering a chimney stack and specified this mix. I thought there were usually only 2 or 3 constituent parts for a render mix.
Could it be that the mix will include chippings?

I have been advised to consider taking down a chimney stack which is no longer in use and have the resulting gap tiled over. as that would cost about the same as re-rendering, repointing and replacing flashings. Polystyrene ceiling tiles in kitchen

I am refurbishing a bungalow and the kitchen ceiling has been covered with old polystyrene tiles. Is there a way of making them fire retardant other than removing them and totally replacing the ceiling?
