Extract fans

Hi,

I am building an extension at the moment, which will contain a new kitchen a bathroom and a utility room. Each of these will require extract fans or cooker hood fans. Is it better to build in a sleeve through the block/brick as I build up the walls or to core drill it afterwards.

Architects for building regs drawings?

I have planning permission for a 2 storey extension for which I did the drawings. Do I need to get an architect to do the building regulations drawings? and do I need an architect to sign the extension off?
