How can I Remove a Rusty, Cammed-out Screw?

Hi,
I want to replace the waste-trap on my bath (due to a leak). The screw holding the metal cover that fits into the plug-hole in the bath is very rusty and has 'cammed-out'. Consequently, I am having difficulty getting the thing out. Anyone got any ideas how I can get this screw out? Thanks,

Hi, I have a stain (made by 'white spirits') on newly-decorated white wallpaper (ordinary paper, nothing fancy). Its appearance is like a water mark.
