HI, if there is no weight on the new joists then 6 x 2 should be ample, u could prob get away with even smaller timbers, id dry line screw the 12mm plaster board to the joints...joints should idealy be inbetween 400--600 centres! and then skim over

Is it just a case of lowering the ceiling?

I would defo used an undercoat of something if u plan to keep the white and dont want the hardwood to come through... :wink:

Ledge and brace doors

There are so many ways you can make ledge and brace doors, out of loads of different types of timber! the 'norm' is usualy 5'' T + G treated bevelled edge, and a brace timber of 88mm x 38mm with 2 zig zags at the back! id screw into the brace timber and not nail...obviously these measurements can be...

I would probably end the skirting before u reach the bottom of your stairs, and then start it again at the top, thats probably the easiest way and better looking way! :D
