Hi I need to repaint the skirting boards in a bedroom which is already capetted. Peeling paint

I have used a combined primer and undercoat on a wooden door, then painted over with gloss. Now the paint is not drying in places and is easily peeled off. I think its probably due to not cleaning the door properly before the primer and undercoat, but how can I fix it now?
