Dont see need to sugar soap a wall unless washing off paste. Should only need a light sand to de nib and bumps and nibs. Matt should take to matt without any issues.

I wouldn't have painted it in the 1st place, but as its painted i would imagine the silk should just scrap off, if not a good sand and undercoat it with white 1st if its a darkish purple as it will be mainly dye so 2-3 coats of silk couldnt cover it.

Hi payney, I think JRS was saying that there could be some damp in the chimney breast itself which is causing it. Sometimes water comes down the inside of it and stains the outside. Or if it is a bungalow there could be a problem on the outside of the property which is causing the damp ie flashing ...

Did you size the walls? Really thin paste allow to dry then hand lining?

Also i think you have went to drastic measures decorating this room i have never heard of stripping paint before papering EVER.

The 2 edges would need to be sound before putting tape on. Cut metal edge tape to size then make enough filler, put filler on each edge of the corner and apply the tape, squeeze any exess filler out so the tape is a tight fit and when dry second coat with filler.

1ST THING 1ST GET IT TESTED FOR ASBESTOS. Pre 2000 houses with artes could possible have asbestos in them so be safe get it checked or leave it alone. Asteam stripper takes off some artex or you could plaster over it.
