well its really shocking that after doing such things, still you are getting molds.
may be some what of moisture is there. try to scratch out the molds with the help of cloth and brush. there are some anti sprays. spray it out on molds.
Do consult with a expert.

yeah Stuart is right. may be dampness is caused due to rising moisture through the wall. It must be prevented before it will damage the wall badly. Prevention steps should be taken ASAP. Dry out the wall.
