I'm having vinyl flooring laid onto a concrete floor in a kitchen.After I had removed the first vinyl covering and then scraped the second ,very well stuck down, second layer of vinyl, the concrete floor felt slightly damp and musty. The smell and the damp cleared up overnight. What I'd like to know...
