You should check woth the local authority planning departmet on this , but if the house has its permittd development rights in tact you should be able to do this . The flat would not be able to have a seperate address but would be classed as ancillary to the dwelling.

if you are changing the loading on the party wall and if the staircase is within 1 meter of the existing wall then i would say yes .

UPVC WINDOW NOISE

I have a upvc window cill which in the rain drips on it drums and is very noisy, keeps my son of 4 awake. is ther a product i could use to dampen the sound , or even fill the cill, whih i assume is extruded .
