It would be better to replace for 15mm pipes, if you have the opportunity. Microbore tend to clock up really quick and it's hard to power flush or clean in any way.

I assume open vented: The hot water flow circuit needs a valve to restrict flow through it. When the hot water circuit comes on and there is no restriction, the water simply goes the easiest way - 80% through the hot water circuit leaving 20% for all rads. Yes change it. When one pipe systems go wrong they go very wrong and a planned replacement is better than changing the system, unplanned, while it's -5 degrees outside.
