I would treat the area with fungicide, use a stabiliser and then make good with a masonry paint.

To second the previous reply only the thick black mould over time can cause problems to health particularly asthmatics. This is infact salt coming throughout the paint from the plaster behind caused by the leak. What you need to do is scrape back any dusty plaster/paint and treat with Alcli Resistant Primer. You can pick this up in 1 litre tins in dulux trade suppliers (like B&Q). One coat with a cheap brush (ARP...

Not ideal however it should suffice. There are not many dissimilarities from acrylic undercoat/primer and mat emulsion so you should be okay but it won't last forever.

All mould inside/out needs to be treated. Fungicide does this just fine however I'd advise giving a days airing as the stuff doesn't smell like roses. Depends how much time you have on your hands. If you have hours to scrape the artex back with it rock solid then it can be done but not very efficiently.
