hard to work out what you mean from the information you give. how far does it stop from the ceiling? possibly it's just a wall to add stability to the main wall. more info would help to solve your problem.

when you say a brick fascia do you mean real bricks? if so then your probably ok to take it down to wherever you want it to. usually when fireplaces are built the main structure and flue etc are formed straight away to get it up through the building and roof so it can be made watertight as quick as ...

we did a test when i was an apprentice at college and it was found that even minute amounts of washing up liquid in a mortar mix reduce the setting strength of structure's etc by a hell of a lot. .

yeah dig it up and put a foundation in. just dig it down till you get to a stable footing and obviously making it wide enough for the blockwork. leave a bit of scarcement either side,ie, if it's nine inch block then have four inch of concrete remaining either side.
