Draught-proofing sash windows

My daughter has old sash windows in very good condition except that they are [b]very[/b] draughty. She's found draught-proofing kits at £90.00 per window and can't afford it, so she's asked me to do it for her. Does anyone know of a not-too-expensive draught proofing system (DIY) which I could use?
