The idea of a membrane is to carry water to the guttering in the event that a tile or tiles which become damaged or missing, what you are planning to do is a waste of time it should be on top of the rafters and dressed in to the guttering using felt support trays to stop rot and flapping felt

use a circular saw and set the depth to 7mm and rip 2 cut down and then use a chisel to remove the remainder or buy dual sided skirting this will have a gap at the bottom for wires to run behind or third option is to scrape a groove in the plaster behind the skirt and put the wires there option 2 it...

Try closing down the lockshield valve had to repair a rad with the same fault and this cured the problem as it eas open fully also was first off the boiler.
