all depends really if you had a length of 100x50mm and added another by gllueing and screwing you will still have bounce think in terms of a scaffold board bounces but won't inn the 10" depth you can place as many 100x50mm lengths as you want side by side they will bounce

i'd ditch the 10" joists and go for lightweight metal web joists 'easijoist' recent loft conversion drawings done for 8m span wallplate to wallplate approx. 75£, each can't understand why more people aren't using them easy to install and run services through

I don't think the toilet should be on an external wall it only needs connecting to the existing soil pipe

220x50mm are the sizes @ either 600 or 400mm centres these are sufficient for all uses and approved going to do this work you'll regret not doing it initially

if third parties need to be informed officially then its not going to be a simple loft conversion it appears that title deeds will have to be altered

there is a product 'dry verge' kits but the best is run a length of stainless steel bell end plaster stop bead for a sound key when you repair with mortar with pva and added fibre

have you thought about metal web joists 'easijoist' that sit 150mm above the existing ceiling they are made to specification and reach spans of 8 metres specified them in a drawing recently that went in eaves to eaves @600mm centres cost 85£ each
