You need cross draft, in other words air brick in back wall aswell as air brick in front wall.

Cut the block down to the required thickness. A Diamond bladed saw or angle grinder is the tool for the job

The 5m rule would be for building regs I think you will be ok a bit nearer to the house

If you are on clay a soakaway won't work. A soakaway in clay is a pond.
For the fake grass you will need good drainage too.

I had a customer with this problem, probably worse. The loft was dripping.
I put 2 or 3 air vents in the wall to move air about. This seemed to do the trick.

You don't need a moisture metre to tell you that's damp/condensation.

It will be fine. The house will have had plenty of rain, snow gales etc over the last 100 odd years without much trouble. I am no expert and haven't seen it, but don't worry and turn the water main off and electric while your not there.

Finished ground level should be 2 bricks down from inside floor level

I would say that they are concrete with metal rebar in the middle. That have now rusted and blown
