Can't say I've ever seen that myself. Think it might be best for you to call out a locksmith if you don't have a key for it as you're gonna need to get it off!

The fact you have it switched on means it is always on which is probably why your bill is so high!

I recommend having it turned off and just turn it on manually when you need it.

Does the pump have an arrow on it showing directional flow? If not, a bi-directional valve should do the trick. Alternatively, whichever one heats up first is the feed!

Have you tried any commercial products? Cillit bang and the like have usually worked quite well in my experience. Is there no way you can get it off at all?
