hi we very rarely use steamers a lot of the time they do more damage than good. can you peel top paper off to a certain degree? if it's been lined you should be able to. get a water spray bottle and spray ceiling in workable patches at a time leave to soak for little bit respray and get your scraper...

hi, you should be ok as long as there is no damp.
your paste must be one with fungiside added,(most do) make sure your paper can be used with this paste. plus add some pva to your paste it will cope with temp change better.

it wouldn't do any harm but no you don't have to. you may find it easier to water down slightly 1part water 10 part emulsion and if you've time and patience it will look better by building up with thinner coats, but as said it isn't necesary.

you should have used MATT not SILK and it should be 50/50 mix. matt sinks into wall silk sits on top so to speak. also you shouldn't have had heating on unless freezing then only a bit. the rest of the walls will eventually peel'crack unless you fully remove the silk no matter what you put on as fin...

if you used a good plasterer you shouldn't, they should have left a smooth polished finish.
it should be ready to recieved emulsion, either new plaster formulae emulsion or a 50/50 emulsion/water mix.
