I've had a similar issue drilling into a reinforced concrete lintel over a window frame. Borrowing an SDS+ dril made it easy to drill.

Alternatively - as to using more but shorter bolts - maybe you could ask the bracket manufacturer directly.

Are you talking about a Yale lock or similar and you are lubricating the part of the lock where the key goes in ? If so, yes, I'd leave it for a while. Often graphite powder is the suggested lubricant.
