Could the tank be bone dry and empty for a long time because it has been left defunct from previous old CH system and is not part of the new combi system?

My central heating has been on reduced holiday setting for a week and my neighbour switched it on for our return. Now we're back, there's hot water but no heating from downstairs rads.
