Skirting board swelling possible damp?

Hi,

So the skirting board beneath a radiator has swelled up and the paint has come off. I can't see any leaks on the radiator, it swelled a little last year and has now got worse. The wall it's on is the side of a detached house (into neighbours driveway). Does this swelling look like a damp issue? if so if it's not the radiator where could it be coming from? Any advice greatly appreciated.
I've lived in the property for 6 years, and it only started swelling last year, no work has been done on the house around the wall.

Hi woodday,
Unfortunately your images cannot be found by the DIYDOCTOR web site.
If the pipes feeding the radiator are buried in the wall this would be the most likely source of damp.
