Small concrete pour for tidying up, and possibly a plant pot. Nothing to heavy.

Hi folks, new here I'm Steve.
I looking for some tips and advice as to how to go about tidying this small bit I've got around my drain.
I just want to level it off an inch or so under the drains surround so I could get a plant pot on maybe.
Now I'm pretty new to this so I have a couple questions.
Should I start with gravel and sand, just a bit of gravel and sand on the outside where there's no concrete or do you think it would be fine just forming it up and doing a dry pour?
Should I try and remove the concrete that's there and try level it before starting? I'd like to try get away with pouring on top of what I've got if possible so as not to damage the drain at all.
Any and all advice appreciated, thanks.

Hi diwh,
Dig out the weedy bit on the outer edge to a firm base, form shuttering, mix and pour concrete mix into the deeper bit, if you can find some mesh (cooker grille, mesh fencing, birdcage side) lay this in the hole on top of the old and new concrete, then fill to the required level. You can do the mixing in the hole, dry readymix is available from the sheds.
