Solving damp issue in porch

Hi there,
I have some kind of mould/damp in my porch beyond stripping the wallpaper does anyone have any suggestions maybe some kind of anti mould/damp paint prior to replacing the wallpaper? TBH I can live without wallpaper in that part of the house it's only the porch. As you would expect, the porch is the coldest and dampest part of the house as I never switch that specific radiator on.

Presumably the walls of your porch do not include any insulation. If this is correct you will never stop the mould forming - clean the area with bleach regularly, this will keep the mould at bay.
