standing water

not long bought my first house and when having a new central heating system put in discovered standing water under floorboards in living room.this seems to happen when it has been raining for a while and subsides over the next few days.the front and back gardens are very boggy and there is a lot of marshy ground adjacent to my house .i have also noticed that my guttering is full of vegetation and was wondering if this could be connected in anyway to the problem. :?

Your house is close to the level of the water table - just hope it doesn't rain too much. If there is lower land nearby consider installing land drains.
