toilet cistern fills slow or doesn't stop

I had a slow filing toilet cistern. I took it apart, cleaned it, and now it fills quickly but the valve does not shut off.

I replaced the diaphragm washer as it was split, but this made no difference.

got the same problem with cistern. Fills ok (with replaced diaphragm), but doesn't shut off the valve. Could you please clarify the reply to yully's thread.
